- Manage all contractual and financial elements of road maintenance projects to ensure delivery on budget, on time, and to specified standards.
- Prepare accurate cost estimates and tender documentation.
- Oversee procurement activities in line with framework and compliance requirements.
- Lead tendering and quoting processes from pre-qualification through to submission, ensuring profitability.
- Monitor and control project costs, preparing regular cost and progress reports for senior management.
- Collaborate with internal departments, contractors, and suppliers to ensure timely and cost-effective delivery.
- Identify and assess commercial risks throughout the lifecycle of the project.
- Ensure full compliance with EHSQ regulations, framework agreements, and legal obligations.
- Conduct pre-submission quality and compliance checks to meet client and industry standards.
- Provide invoicing teams with complete and accurate data to support timely billing.
- Seek and evaluate new tendering opportunities to drive business growth.
- Carry out market analysis and post-tender feedback reviews to improve competitiveness and pricing strategy.
- Contribute to ongoing process improvement initiatives to increase operational efficiency.
- Proven experience in a commercial, estimating, or quantity surveying role within the road maintenance or civil engineering sector.
- Strong understanding of bituminous/surfacing works, materials, and methods.
- Demonstrated knowledge of EHSQ standards and compliance procedures in infrastructure or construction environments.
- Experience working within framework contracts and public sector procurement (preferred).
- Excellent commercial acumen with strong attention to detail and analytical skills.
- Strong communication and stakeholder management abilities.
- Proficiency in Microsoft Office.
- A proactive “can-do” attitude with excellent time management and organisational skills.
