SERVICE PROVIDER - PART TIME EXECUTIVE OFFICER SERVICES
Hedgelaying Association of Ireland (HLAI) is a not-for-profit charity
dedicated to the conservation of hedges on the island of Ireland and
within that context, a particular focus on promoting the traditional
craft of hedgelaying.
It is an inclusive organisation whose primary objectives are;
- To generate awareness of hedges amongst policy makers and the
- To develop projects and sustainable management strategies aimed at
Ireland.
THE SERVICE
The Board of Management of Hedgelaying Association of Ireland (HLAI)
is seeking a Service Provider to provide Part -Time Executive Officer
services to support the running of the Company's operations. This
service provision will be responsible for leading the organisation in
the delivery of its objectives, the annual business plans and Hedge
Conservation and Management Strategy as defined in annual and periodic
Plans.
The successful service provider will address technical, administrative
and organisational functions to achieve this. Cooperation and
collaboration with key staff across Government departments,
organisations and hedge conservation stakeholders are vital components
to this role.
The service provider will primarily be focused on the promotion and
the provision of technical support for the hedge conservation and
management sector in Ireland. Inherent in the provision of service
will be the efficient and effective delivery of operations within the
HLAI Work Plan and for the provision of service and support as
required by the HLAI Board. The successful contractor service provider
will:
- Advocate for the delivery of high performance and best practice
the implementation of a national hedge inventory, classification and
development of sustainable management standards to be used in support
schemes operated by Dept. Agriculture;
- As part of the provision of service provide training to relevant
conservation and management, particularly hedgelaying;
- Lead the HLAI project ensuring that it is effective, efficient,
stakeholders;
- Manage the day to day operations of HLAI;
- Be responsible for developing and reporting on the HLAI Work Plan;
- Develop annual and periodic work plans on cooperation and liaise
- Determine budgets in line with agreed business plans and within
- Apply for, and draw down annual core funding from HLAI sponsors
KEY AREAS OF SERVICE PROVISION
- The service provider will be responsible for the implementation of

- Support, through the provision of service, key hedge conservation
to employ a hedgerow officer and upgrading the status of hedges in the
National Biodiversity Action Plan.

procedures as set out in the charities governance code;
- Interface with relevant bodies, experts and committees to deliver
- Be the point of contact for operational enquiries and issues as
- Build and maintain constructive relationships with other agencies
- Working with external and internal stakeholders, identify the key
implementation of plans;
- Represent HLAI both nationally and internationally as required and

QUALIFICATIONS NECESSARY TO THE PROVISION OF SERVICE
- A Primary degree in Management, Business, Science, Finance or
KNOWLEDGE AND EXPERIENCE AS A SERVICE PROVIDER

- Previous Management experience in a service provision is essential;
- Budget planning experience is essential, with a track record of
- Experience of working with statutory and semi state bodies like
- Proven leadership qualities;
- Proven ability to deliver on organisational goals and plans;
- Familiarity with digital media, the Charities Governance Code and

- A knowledge and interest in Irish hedge heritage, history and
