- At least eight years’ satisfactory & relevant experience in project management or project controls management within large infrastructure projects / programmes, as relevant to this role.
- A significant track record and direct experience of successfully delivering construction programmes/projects (healthcare is desirable).
- Significant experience in change management and process implementation as they are adapted throughout the project lifecycle to suit the programme needs.
- Extensive and relative experience managing and working collaboratively with multiple internal and external stakeholders, as relevant to this role.
- Co-ordinate response / communication between Hospital stakeholders and the Project Manager.
- Investigate potential risks to the Hospital normal operation associated with the construction project, some common examples:
- Infection Control / Aspergillus risks associated with internal / external works and possible requirement for alternative HEPA filtered air in high-risk operational areas.
- Noise / vibration control requirements associate with normal occupancy and sensitivity of medical equipment to vibration.
- Risk to Utility disruption, including Electricity, Gas, Water and Communications.
- Break-in to existing services that may require a shutdown of those services and contingency requirements.
- Monitor the environmental / utility requirements associated with specialist medical / other equipment included within the project scope to ensure the Design Team is fully briefed for compatibility within the existing infrastructure + design. Advise if detailed investigation is required.
- Assist the Mechanical and Electrical consultant to advise on the overall effect that the intended project will have on the existing utilities infrastructure, and if any of the existing utilities will be stretched beyond acceptable limits to keep the utilities service within safe parameters.
- Ensure that the Design Team aware of existing utility infrastructure to assist in informing Design Team constraints.
- It is expected that all new / refurbishment design will conform with Hospital HBN’s + HTM's. If compliance is not achievable, then the Design Team will submit a derogation proposal. The Client Representative will assist the Hospital in understanding the risks, if any, associated with the proposal and co-ordinate the response to the Design Team and PM.
- Co-ordinate between the Design Team and Hospital in the selection of finishes, room data sheets, including the Hospital Infection Control Manager + Hospital H+S Manager + relevant Dept Heads
- Work closely with the Hospital to adjust the Blackrock Healthcare "Site Limitations Document" to reflect the unique attributes associated with this project.
- Work closely with the Hospital PSDP to develop the preliminary H+S plan and importantly incorporate the site limitation document agreed with the Hospital as mentioned above. The overall Preliminary H+S plan (incorporating the site limitations document) must be formally communicated and agreed with the Hospital Team and PM.
- Co-ordinate the input from the Fire Safety Consultant and Hospital H+S / Facility Managers around the construction fire safety risk assessment with the Hospital fire safety policy and any modifications required to the existing Hospital structural and operational fire safety requirements.
- Co-ordinate communication of the project program requirements, design and construction with the Hospital so the Hospital understands and agrees the effects on the operation of the Hospital, this is particularly important around agreement with infection control.
- Co-ordinate communication of the project phasing with the design team / Builder and Hospital Team, particularly the Facility and infection control Managers. The internal phasing will need to be carefully developed and programmed by the lead architect and Project Manager and co-ordinated to avoid disruption to Hospital operations.
- Ensures all Hospital team members / stakeholders are kept fully informed throughout the project.
- Co-ordinate with Group Facilities, the ongoing development with the Architect of the Blackrock Health "Standard Finishes Detail" manual for application to all Hospital.
- Co-ordinate with Group Facilities and PSDP, the specification for the format and program associated with the OM documents.
- Provide input into the budget formation and tender documents for the project including making sure the Design Team include the following factors in the budget preparation (this is an indicative list, not a definitive one):
- Fire precautions, both for Fire Alarm protocols and Fire Structural separation requirements.
- Site Limitations requirements, including noise & dust precautions.
- Constraints regarding working hours.
- Competency training to meet specific hospital requirements – particularly re fire / hot work issues.
- Special safety precautions to meet hospital requirements, e.g. fitting Manual Call Points at external locations for roof works etc.
- On-going Fire Consultancy costs, both for Fire Auditing during the construction process, as well as Fire Engineering Consultancy, for inspecting fire sealing / fire dampers etc
- Provide a rough guide, where appropriate, to compare the cost benefit of certain plant proposals which takes into account factors such as the expected life cycle / maintenance requirements / environmental impact.
- In addition to the hospitals Design Team consultants monitor/witness the commissioning of Mechanical and Electrical systems in their entirety to ensure handover of these systems meets the hospitals requirements.
