- Implement and maintain EHS policies, procedures, and systems to ensure full compliance with legislation.
- Lead by example in promoting a strong safety culture.
- Influence and engage staff at all levels to foster a positive health and safety culture, encouraging proactive behaviours and ownership of EHS responsibilities.
- Review and update the Legal Register and ensure alignment with current legislation.
- Monitor and manage health and safety objectives through the Engineering Services EHS Plan.
- Collaborate closely with the wider DPC EHS teams and take a leadership role in shaping and implementing Dublin Port Company’s EHS management strategy through active participation in the DPC EHS Working Group.
- Provide EHS operational and administrative support, along with specialist advice to the Engineering Services teams, while regularly reviewing and monitoring the application of all Risk Assessments (RA), Standard Operating Procedures (SOP), and Safe Systems of Work (SSWP) in line with DPC EHS policies.
- Investigate all reported incidents, accidents, near misses, and non-compliances within Engineering Services, ensuring accurate recording in the EHS system and timely follow-up and closure of all corrective and preventive actions.
- Serve as the EHS System Super User for Engineering Services including, administration of the EHS system; implementation; and leading the roll out of user training to the Engineering Services team.
- To regularly liaise and support the Engineering Services Safety Representatives and attend the Health & Safety Committee meetings.
- Ensure that all required safety equipment is provided, tested and maintained through the Computerised Maintenance Management System and that all staff are trained and practiced in using the equipment safely.
- Supporting the Engineering Services Team with emergency management planning and preparedness.
- From time to time provide stand-in cover for the Oil Zone Manager and Assistant Oil Zone Manager, in times of absence.
- Supporting the Oil Zone Team with the annual Petroleum Bye-Law licensing process.
- To drive the Safety culture across the company and wider Port community and assist with establishment of the Dublin SafePort initiative and proactively participate and lead in projects undertaken by the working groups.
- Liaison with Regulators and State Agencies is maintained, as required
- Liaise with 3rd party operators of DPC owned plant and equipment e.g., ro-ro ramps, marine loading arms, in relation to relevant EHS matters incl. incident and near miss investigations.
- Chair and administer the Dublin Port Domino Committee.
- All contracted work within the Engineering Services function is performed in a safe, compliant, and efficient manner, in accordance with a comprehensive contractor management system.
- To support managers and supervisors, in reviewing and inspecting, contractor documentation and works routinely, in line with DPC contractor management policies.
- To assist with procurement tendering processes, including setting relevant EHS criterion, prequalification and tender return evaluations and query handling.
- Assist and support the use and any future improvement of the Permit to Work (PTW) procedure within the Oil Zone, ensuring compliance and continuous enhancement.
- Support the Oil Zone with daily health & safety activities when required, and provide additional assistance during shutdowns to maintain safety standards and operational integrity.
- To ensure training needs of the Engineering Services team are identified, requirements are reviewed and kept up to date to ensure competency and compliance; this administrative role includes procurement; scheduling of training; uploading all training records (certificates); and regular review of the training matrix.
- To ensure all new starters are fully inducted to site, to make them aware of work hazards and thereby minimise potential safety and health risks, records of attendance to be forwarded to HR.
- Formal Health & Safety Qualification
- Emergency management training, preferably oil and gas related
- Understanding of relevant management systems e.g. ISO 45001, 14001 etc.
- Working knowledge of contractor management & permit to work systems
- Understanding of Explosion Protection & Hazardous Area Classification
- Maritime/Oil & Gas industry experience
- Experience of HAZOP/HAZAN processes
