Job Summary:As Stock Condition Surveyor your main responsibility is to assess and record the physical condition of housing stock to support effective asset management, ensure compliance, and plan future maintenance and investment.The following list is typical of the level of duties which the post holder is expected to perform or be responsible for. It is not necessarily exhaustive and other duties of a similar type and level may be expected from time to time. The post holder will be responsible for a combination of the objectives described below and annual KPIs dependent upon the requirements of the organisation.Munster region with attendance in the Cork office required.KEY RESPONSIBILITIES (Functional):Conduct Stock Condition Surveys1. Before visiting properties, coordinate with Administrator in relation to selection of properties to be surveyed. Arrange a mutually agreeable survey date and time.2. Visit properties to inspect internal and external elements (roof, walls, windows, kitchens, bathrooms, heating systems, etc.). Properties could be schemes external, blocks, dwellings, community spaces etc.3. Assess the age, condition, and estimated remaining life of each component.4. Record data using handheld devices or survey software.5. Where appropriate, support and mentor the development of graduate stock condition surveyorsData Collection and Reporting6. Ensure accurate and consistent data is collected and entered into the asset management system.7. Produce detailed reports to inform planned maintenance, repairs, and long-term investment planning.Assess Compliance and SafetyIdentify issues related to:8. Health & Safety (e.g., trip hazards, faulty wiring)9. Fire risk (basic visual checks) Fire Services Acts 1981 and 2003 or latest edition, Building Regulations 1997–2023 or latest editionSupport Asset Management Planning10. Contribute to the creation of 5–30-year planned maintenance programs.11. Provide data that helps prioritise refurbishments and improvements.12. Assist with lifecycle costing and budget forecasting.Liaise with Stakeholders13. Communicate with tenants to arrange access and explain the survey process.14. Work with asset managers, compliance teams, and contractors.6. Quality Control15. Ensure survey standards and methodology are followed.16. Conduct validation checks or peer reviews of survey data when needed.17. Undertake pre or post repair inspections when undertaking a SCS in properties where repairs are due or have been completed.KEY RESPONSIBILITIES (Organisational):18. Provide input into the Operational plans.19. Adopt a collaborative and supportive approach, maintaining up to date professional knowledge and providing advice and assistance to colleagues as required.20. Provide statistical data, information, and testimonials for annual report.21. In all aspects of the company’s work, promote effective communications, excellence in customer service, and a focus on continuous improvement.22. Be pro-active in the development and maintaining of strong networks and relationships with colleagues and in other organisations and agencies, to ensure excellence in service delivery.Health and Safety Responsibility23. To conduct all activities in a manner which is safe to yourself and others. To be aware and to act in accordance with the Association’s Health and Safety Policy.24. Ensure all appropriate health and safety risk assessments are in place and making sure colleagues are aware of and adhere to any specific instructions and use personal protective equipment whererequired.25. Ensure that team members are aware of any risks associated with their role, adhere to any specificinstructions, and use personal protective equipment where required.REQUIREMENTS:
  • 3rd level qualification (Level 6 NFQ or above) in Building Surveying, Construction Management or a similar construction-related / post-trade qualification.
  • At least 3 years’ experience in a similar role.
  • Previous technical / construction experience in housing
  • Experience in undertaking Stock Condition Survey Programmes indicating condition, estimating remaining lifespan and urgency of required works. Producing reports with photos.
  • Experience of Building Asset Databases
  • Experience of defect diagnosis and identification of remedial works.
  • Experience of planned works maintenance programme.
  • A knowledge and understanding of buildings.
  • Knowledge of Health and Safety legislation and compliance within a construction setting.
  • Knowledge of techniques of residential construction and their services systems.
  • Knowledge of Technical Guidance Documents / Building Control Requirements.
  • Ability to work accurately / attention to detail.
  • Good communication skills – verbal and written, report writing & presentation.
  • Ability to be self-motivated, work on own initiative and be part of a team.
  • Experience in using Microsoft packages and I.T. skills to intermediate level including the use of word and excel.
  • Experience in computerised maintenance and managing building asset databases.
  • Willingness to work outside normal office hours on occasions such as attending lunch & evening meetings.
  • Willingness to travel and if required overnight stays for work purposes.
  • Full driving licence and use of car / Ability to meet the mobility requirements of the post
