Role Overview & BackgroundHome Building Finance Ireland (“HBFI”) is a State agency designed to lend money for the purposes of funding the construction of new homes in Ireland. HBFI has been established as a commercial entity, providing finance at market rates for commercially viable residential developments.In response to its broadened mandate, there are new opportunities and demands being placed on HBFI to deploy additional finance in the funding of new home building. The level of lending is being significantly expanded as a result of a number of new products.Role SummaryThe Data Governance Project Manager role will lead the delivery of a six-month data governance initiative to focus on implementing foundational governance structures, improving data quality, and ensuring HBFI data quality and governance and management information continue to meet business needs. The ideal candidate will be experienced in data governance frameworks with a strong understanding of project management principles.This role will report to the Head of Operations, Portfolio and Finance.Principal AccountabilitiesResponsibilities will include, but may not be limited to, the following:Data Governance:
Develop and execute a detailed project plan for the data governance initiative.
Assess the current state and future state Data Quality and Data Governance requirements of HBFI, including assessment of the data sources, management information report design and end-to-end process controls including data quality checks
Assess the requirement for data quality analysis projects and other system change initiatives to support the future state requirements
Assist in determining HBFI resource requirements for ongoing maintenance of the data framework, including production of management information and governance
Implement or enhance HBFI policies, procedures and related documentation to underpin the Data Governance Framework, including documenting data ownership roles and responsibilities
Provide regular progress updates and final project report to senior leadership.
Management Information:
Support the ongoing rollout of Power BI
Relationships with other business divisions:
Work closely with the HBFI Operations, Portfolio and Finance Team and other areas within HBFI and the NTMA to facilitate effective communication and working practices.
Knowledge & Experience
Minimum 4 years' experience in data analytics and governance within a financial service environment.
Prior project management experience in designing and implementing data quality and governance frameworks to support organisational needs.
Strong knowledge of report building and visualisation in Power BI.
Skills
Commercially focused with strong analytical skills.
Ability to demonstrate independence of mind and make well-judged decisions.
Ability to identify key areas in policies where further development is needed.
Strong organisational skills with the ability to prioritise and manage own workload.
Excellent communication skills, both verbal and written.
Proficiency in Microsoft Word, Excel, Outlook and PowerBI.
Qualifications
A third level qualification preferably in finance, banking, or other relevant discipline, and/or equivalent professional qualification.
Professional accountancy qualification desirable (e.g. ACA, CIMA or ACCA).
